Low speed, won't rev higher than 5k and won't do above 45

I have a problem that my bike doesn't want to go any faster than 45 maybe even 50. I have stock jets still and I'm not sure if that means much. When I screw out my fuel mixture screws nothing happens. I already cleaned my carbs. It is also sometimes difficult to start.
 
As soon as it starts spray some water on the pipes where they come out of the engine. Make sure they start to sissle or steam at the same time.does This engine has points?

So I was thinking it might be a couple of things.
1. Timing
2. Float Level.
3. Bad TCI
4. Too small of main jet (but I don't know ow when the Main jet is even active.
 
Weak compresion
Bad coils
Bad plug wires
Dirty points
Bad condenser
But my guess is the pod filters I think I see on your video. If thats what I see then your going to need to rejet.
 
Possibly yes. If those carbs have adjustable needles, raise them all the way. If they aren't adjustable find a small spacer to put under them. Im using. A pair of o-rings.im a little rich but now I know it's a fuel issue.
 
Those type pod are the worst ones out there for tuning. Lots of other things can also cause poor power.
 
Put 142.5 main jets in and man does it scoot! Although I can still only rev to about 8k but man does it feel faster.
