Brand new rider, looking at possible purchase

Hey guys, new rider, new here. Not sure if this is the right area to be asking questions but here goes.
I don't know anything about bikes yet. Not super mechanically inclined (yet) but I fell in love with the cafe racer style and I'm looking to buy a bike to learn on for a year before I buy a Continental GT.
I found a 1980 xs400 near me with 1900 miles. The guy wants 1500, I was thinking about offering 1100.
My questions are:
Is this a sensible purchase for someone brand new to the hobby?
Is this a decent deal assuming it's in decent condition?

Well I jumped into it not knowing anything on the 400s......and well I would offer less if it has not ran in a while.....if a runner well not so bad of a price. I picked up a few parts bikes and got one running so building one now. Parts are not cheap and well if it hasn't run in a while figure brakes will need to be done, carbs rebuilt, forks probably need a little love also.....hell the tank may be rusted also....it all just adds up.
 
I will tend to agree with Spectra. The measure of the bike's worthiness is not solely the miles. Even the best cared for motorcycle can develop a myriad of issues after sitting. I own one with 1600 miles that is leading me on a merry chase. If the bike is running, and has been ridden often, the price seems fairly reasonable. If the machine has been sitting someplace full of gas and oil you might be buying something that will end up more issues than a new rider will want to deal with.
