I recently got a tip about drilling hardened steel that might be useful to someone else in the future. A masonry bit! It sounded odd to me also but if you sharpen the carbide tip to a nice tip and sharp sides it works. I broke a bolt extractor off and my heart sunk and you could fry an egg on my head. The sharpened masonry bit did the trick. It's not like drilling into butter but it does work. There are videos about it if you have to see how to sharpen it.
