What model is this XS400 exactly?

I stumbled on a post about history of these bikes and it looked like less than 6000 were produced in Germany!?

I'm curious how limited (or not) production/ distribution was in the States. Seems like the 82 seca overall was somewhat in a class of its own which as I'm learning - now that mine is in bits in the garage - is a tricky situation!

I recall reading about power restrictions being in effect for beginner and/or young riders in Germany.
Apparently manufacturers lowered the horse power to the requisite 27 with air flow restrictor plates, I think in the carbs.
I also recall discussion on the forum about how to undo the modifications. I don't think it was as simple as removing or drilling out the restrictors, but I think it was possible.
 
I know that the 2a2 was governed for germany useing a smaller cam, stamped 1U4. The larger cam is stamped 1M0. The intake manofolds were also smaller on the inside . Was done because of the old motorcycle licence requirements for beginners , witch has changed since the EU laws took affect. When i made my motorcycle licence in the 80s you had to ride 2 years on a governed bike with 27 hp, after the 2 years you get the no limit clasification.
