Read manual and go through the usual list, then post any actual diagnostics you've done if you want help.
Carbs, valve clearance, timing, check plugs, battery voltage, etc. Sounds like some deferred maintenance is overdue
1) download manual and read it. This site is specific to 400cc 2 cylinders. Would behoove you to repost on X's 600 forum or something specific to your bike, after you read manual
2) pics or it doesn't exist
3) you mention know test results. Voltage in battery. Ohms of resistance in coils...
Believe 81 is non points, but timing can still be checked. Ensure battery has enough juice? Try with trickle charge. You testing with one unscrewed but grounded to engine right?

Valve clearances checked? What year- does it have points to correctly time? Did you synch carbs?

I'd probably get another season or so on it and then replace in due course to save money and avoid waste... Only if it was causing no issues. If seems to cause friction on uneven payment would immediately replace
I need to check this as I can't recall what I replaced and what I left original now that months went by. I believe i replaced o-rings and the needles, left original seats. Was aftermarket stuff, not OEM so could be suspect. I'm the master at saving 10% to cost myself more in the long run...
