1981 XS400 unable to rev - low idle rpm - help!!

Hi I am unable to rev the engine at neutral, the engine will shut off. The weather is 48 F so I have the choke out, rpm is around 700-800. I have added the video, can anyone suggest what may be the issue or what I should do to fix it?

Pull the choke off. You likely already wet fouled one plug out to not work, pretty soon the other one will.

Beyond that you are asking for the 500 page book there. Clean the carbs.
