For a 1980 xs400 special, the one air filter medium is completely shot. Any thoughts on repairing this at least temporarily until the bike at least gets running? The parts guy from the dealer said a few have used socks but the fit is so tight into the box, any material surrounding the box doesn’t seem to work well. I’ve got the better half’s knee highs covering the box now but doesn’t look like it will filter much. Up for any and all ideas at this point. Just go the low end pod filters?

You can get new filters on eBay.
Or buy filter foam and rtv it on the old filters.

Don't go with pods.

I can't say but the problem being one of if the new filter material flows much easier than the old the filters may still act like pods, the difference in restriction if the original filter was paper may well determine how well the carbs work. What we found on the big early DOHC Hondas.

Food for thought.

I have fixed that previously with UNI sheet foam from ebay.

I had no problems whatsoever.

I would not use RTV as it comes loose in the presence of fuel vapors, the airbox is exposed to them. Use like 3M weatherstrip adhesive or the like.
