Brake lights causing charging system failure?

I was about to do the rewire for the charging system but my friend talked me into doing more tests. The charging system passed all of the tests. Except actually charging. I replaced the voltage regulator and it started charging but not much. The PO put in some pretty shoddy fuse holders and we thought there may be a short. We removed the signal and headlight fuses and sure enough the bike was charging perfectly. Narrowed it down to the headlight fuse circuit and eventually figured out that the bike charges fine as long as the brake lights are not plugged in. The bulbs were 12v32/30 which is different than the 8/27 that the manual says... Could that really be the cause of the failure in the charging system. Also noticed the PO replaced the stock 10a fuses with 15 should I switch back down to 10?
 
I would put the proper bulbs and fuses in the bike and go from there. Putting the bike back to stock will be your best bet than trying to fix the p.o. hack job.
