Connected battery, heard a click

So I put a new battery in it and I went to connect it and I heard a relay click. There should not be an energised relay with the key off. It’s the relay right behind the head tube, just under the tank.

What short would cause this?
 
And the bike is making 13.3v with the regulator not plugged in or plugged in. Blowing the signal fuse as well.

Long day ahead troubleshooting.
 
For anyone that searches in the future, if you connect the battery and the headlight relay clicks, your rectifier is fried.

I pulled a rectified and a regulator off the 400 frame I have and went electronic in the regulator. The pins pushed out and I made a male connector from female.
