Having issues with vin at the registry

I bought the bike as a field bike with nothing but motor, frame and two spoked wheels. The guy who sold it to me had no ownership and said the previous owner used it as a field bike. I went to the Ministry of Transportation and they cant find the vin on the system. The three first characters start with AT5. Does that sound rite. My woman's bike is a xs650 and it starts with 447. Im trying to acquire an ownership, but im not sure if the first two characters should be letters. Any help would be much appreciate since I would like to ride the bike this summer.

unrelated subject-did you also build an xs650 with yellow spoke rims? saw one on the photo dump an CC. look eerily similar
 
Even looking in my Hayne's manual which has UK models and even 250s/360s there are no vin codes that match or even follow that format (letter, letter, number); they all start with a number.
 
My bad. My sight isn't the greatest. Its 4T5 which still doesn't pop up in the system. I guess the bike hasn't been registered in a long time. They told me at the Ministry of Transportation that I have to get an affidavit from a lawyer and a letter from a Yamaha dealership confirming its a real vin. I guess I have my work cut out. Thanks for all the info guys.
 
I don't know how they do things in the frozen wastelands [just kidding],but most places have a "builder's title",where you buy parts and build a bike and you should inquire if they have anything like that.Your bike may have come from your friendly country to the south,and usually the numbers are dumped from the system after so many years of non-registration. lhaolpa
 
jochios, good luck on your find. I bought 2 bikes last year. one with ownership, the other no ownership "parts bike". I took the ownership to the MTO and transfered to my name unfit for now. She had a hard time finding the registration even with my ownership portion. She said something about looking under the previous owners name? Anyways, I was very polite and asked her about another bike I was looking at, that had no ownership. I had written down the VIN and showed her, she found it somehow, and gave me a buyers package!! She said, just have the owner sign the bill of sale and it will serve as an afidavit!! I did so and now have 2 ownerships in my name. Let me know if I can help?
