REplaced the floats and needle valves in the 400. It starts but will only run at high rpm. I adjusted the thottle as low as it goes but still goes into high rpms. Any ideas????

You adjusted the throttle set screw or throttle cable as low as it goes?

Make sure everything that should be airtight IS airtight. For example the plug on the carb boot for hooking up carb sync/manometer.

Did you take the diaphragm covers off when working on it? Make sure diaphragm(s) seated in place properly.

Does the slide return back down smoothly and completely? You could check this with air intake removed and reaching in with something to push them upward.

Could be air getting in somewhere not allowing the slides back down or slides are not smooth.
