New bike - please help me plan!

Hey guys, I’m a semi new rider who just bought a ‘79 xs400. I briefly rode about 5 years ago, and pumped to get back into it.

I am going to modify most things on the bike. I’m looking for input from more experienced wrenchers on whether certain things should be done first, last, etc. Any input is appreciated.

Things I want to accomplish, in order of how I imagine I should do it:

- Handlebars
- Seat (chop, new seat style)
- Tires, paint rims
- Turn signals and headlight, controls
- Tach and Speedo
- Suspension change
- Strip and powder coat frame
- Redo wiring
- Change and relocate battery

I am putting off stripping the whole bike in order to keep it running in the immediate future to start riding. Been awhile and need to log some kms (Canadian). Open to have my mind changed for the right reasons!
