Removing front fork metal caps

Well, back working on the 78 xs400 after a cpl years and decided to take care of the forks today.
Got one disassembled without a problem. The other one tho. Ugh. The metal fork tube cap is completely rust seized in there. Got the c clip out but the plug will not budge.
Tried pb blaster. Tried heat. Tried banging.

What have others done to get that dang thing out when completely seized?
 
I managed to remove the stanchion from that specific fork.

So my idea is, to get a long enough metal rod, thin enough to fit through the dampener rod, that's now protruding out the fork tube and possibly hammer it out the top.

Bad idea? Or worth a shot?
