Steering head bearings

Guys, i replaced old OEM ball bearing in steering head, with new tapered roller bearing. ordered the kit that fits my bike, but i have question.

Should I tighten new bearing the same torque as old oem bearings?
the new top bearing is a bit taller that original, the bearing race is sticking few milimeters from the head, i think its 13mm tall. that is ok, even with new dust seal i still can fit the adjuster ring, and top tripple tree and top bolt, but in manual is nothing about how tight that should be.

if i tighten it a bit more than fingertight, its moving ok, but if any more, its becoming stiff. I am afraid that it will come loose if its only fingertight.

I tightened mine down finger tight, and gave it a little crank with a wrench so the fork was slightly tight to steer. Once the bike is fully loaded it will feel normal. The bearings need to be broken in a bit and everything needs time to settle. I haven't had to tighten mine up since I first installed the bearings about 2 years ago.
