XS400G Special 2 headlight not turning on

I got a new (I'll be it cheap) headlight for my xs400 and I'm pretty sure, not positive, but pretty sure I got the wiring correct and when I turn the key the tail light comes on and works but the head light doesn't. is the XS400G Special 2 the kind of bike that waits for the engine to reach a certain RPM to cut the light on?

The engine has to be making power to trip the headlight relay (found up front under the gas tank by the neck) so the light will come on. You should be able to just kick the motor over by foot also and get it to come on. Make sure you have a fully charged battery also.
