Want new wiring

New to site
Hello everyone I need some help I can get my 78 xs400 to start.... I've checked compression,spark,new battery, cleaned carbs twice fresh gas,,, it's a kick-start only but I can't get it started it has pods on it but I've tried adjusting the carbs over and over and over.....
