    Carbs won't affect timing. If it is actually running fairly smooth, the issue is with your timing light or technique. If it isn't running fairly smoothly, something is loose or you are measuring at varying RPM.

    If you set a '79 back to factory carb settings, it has a tendency to run lean. Set the floats at about 26mm and the idles mixture screws to 3 turns out, and see how it runs.

    Yes. The SOHC have a spring-loaded ratcheting cam tensioner that is fully automatic with no adjustment. Check the valves, but don't expect them to be silent. An air-cooled engine without hydraulic tappets will always have some noise.

    Have you tried to see if it will fire on starting fluid? I wouldn't use starting fluid regularly, but to diagnose whether the spark is actually the problem, it works well.

    XS400 wire wheels with disks are pretty rare in the U.S. I think all U.S. XS400s with wires had drums front and rear, from the factory. Feel free to correct me if you have info to the contrary.
