Can you clarify what you mean by 'loose'? Also 'changing gears'? Do you mean the foot shifter feels loose and you can't get into gear? Have you tried shifting hard into it and seeing what happens? (Not like jumping onto it, just a bit of force)

Something that is overlooked: Bad petcocks. It can cause a ton of weird issues. My bike had high RPM issues and would sometimes hesitate at or near WOT. I replaced my petcock and its all good now.

Missing o rings on a carb is always ba.d I'd replace that asap. It should be washer -> oring to squish that oring in. Good on you for keeping at it though. Make sure you have a filter for the fuel because these things can be VERY touchy to particles.
