Honestly, it depends what you mean by "others" and what kind of riding. Riding freeways or long sweepers, you will struggle but in tight roads you will have fun. Drewpy has a video of himself on a track overtaking an RD400.

Practice on other chain first. Usually chain is a hardened material. When I have welded hardened material I preheat it first to 400 to 500 deg., then I lay two welds, a bottom weld with good penetration then hit it again. It should be fine. If you don't preheat hardened metal you may get...

I would vote to clean, bench match and sync your carbs. What makes you say the issue starts after 20 minutes? Is this 20 minutes after you clean the plugs?
