1983 XS400 Special Heritage Throttle

Good afternoon everyone, I'm working on my grandpa's 1983 that has been parked in the basement since 1991. I finally got the engine to run yesterday but the throttle was unresponsive. No acceration or increase in Rpm's when pulled. Does anyone know how I can fix it?

Might be a broken throttle cable or your slides in the carbs are stuck. Are the throttle linkages moving when you twist the throttle?
