Cam chain slack at TDC *DOHC*

Hello! I have just reinstalled the camshafts on my 1983 Yamaha XS 400 E12 with a DOHC engine after a gasket change. When rotating the camshafts together with help from the ACG rotor, the cam chain seems quite slack just when the cams hit TDC. Apart from that the cam-chain is tense when it isn't in TDC or 180 Degrees from TDC. The cam chain tensioner and the cam chain guide are both installed.

So my question is this simple, Is the cam chain supposed to be slack when it's in TDC?

So I took a chance and put everything togheter. I Started it and it runs even better then before, works like a charm, no odd sounds and no leaks.
The slack in the camchain at TDC was created because I rotated the engine in the wrong direction!
Cant wait to take it out for a test drive!

Took it out on a test drive last sunday, man this thing kicks ass!
Engine is sealed and works incredible, I just have to wait for the season to kick in!
Changed all of the blinkers and the front, previous owner had taped around them.
Looks new! (almost)
