Can someone explain mikuni VM needles to me?

Right now I've got a 5f21 needle and a 182 n-8 jet needle and I need to go to a richer with the needle.

When I'm looking at the chart from mikuni or sudco its just not making sense to me..

Can someone give me a dumbed down version on how to choose jets?

Have you already changed the clip position to go richer?

Yes I'm at the richest position and think I should change the needle.

you need to change the mains, not the needle.

Under wide open throttle the bike performs well but going from cruising 3/4 or 1/2 throttle down to idle, it will hang and not want to go down to idle. Carbs are synced and throttle cable is not hanging up. Timing is spot on.

Maybe a stronger spring. I have herd a few guys on the xs650 forum saying this helps a lot.
