Electric Starter Conversion

I recently upgraded my daughter’s 1978 xs400 to have an electric start because she doesn’t weigh enough to kick it over. I’ve got everything hooked up according to the schematic and when I try to start it the starter spins but it does not engage. Is this a starter clutch issue?

A clutch issue, or the starter chain disconnected.
