Fork question

My son bought a xs 400 hardtail chopper. I went to change out the fork seals and found that they are not the stock 33 mm, but they are 35 mm forks. The lower legs both have caps and one is 1 1/4" longer than the other. They do not have a standoff for drum brakes, they had a muffler clamp with a piece of square stock welded to it. The neck has been welded on, I don't know if to rake it or for the bigger fork tubes or both. The triple tree has a stem that is 25 mm at the top and 29 mm at the bottom. The drum brake has a 20 mm axle. The tubes are 30.75" long, how much over is that ? What I would like to do is put a matching set of lower legs on that are for drum brake. I am new to Yamahas and do not have a clue as to what I have. We are on some what of a budget. Great appreciate any ideas, thoughts or help ?
 
Sounds like someones franken bike hack jobs. :doh: Post a few pics so maybe one of us can tell what you have.
