My xs 400 won't start

My xs 400 won’t start. I’ve done a carb rebuild, changed the timing, checked spark, etc. everything is fine but the cylinders are dry when I check them after kicking it over 10+ times and the carbs are always full of gas. Has anyone else had this problem? And how can I fix it or find out what’s wrong?
 
If you are certain that you have spark at the correct time and that fuel is flowing, then all that remains is compression. Have you done a compression test and have you checked/adjusted the valve lash at all?
 
Compression test is a good idea.

Also, I would verify cylinders are actually dry. Crank it with plugs out and see if any gas comes out. If they are truly dry, you might have made a mistake when cleaning carbs.

How are your float levels?
