Well recently I replaced the rear brake shoes on the bike and my rear brake now works perfectly. I can lock up the rear wheel if I want to whereas before I could not do that. Pressing the rear brake basically had no effect. I think it was likely because the rear shoes were pretty glazed over. The price of new shoes was low enough that I will just toss the old shoes.
