Right carb not injecting fule

I have a 77 xs400 that used to be a motorcycle test vehicle. I’ve taken the carbs out and cleaned them fully put in new jets but the right carb won’t get the right cylinder to fire unless i shoot fuel directly into it with a spray bottle. The piston looks good has compression and spark but only fires on the left piston.

Something is still clogged.

Does the carb get fuel in the bowl? You can check by opening the drain on the bottom.
