Should the "choke tube" in the carburetor bowl be submerged in gas or no?

I've got my hands on a 1981 2A2 XS400 and managed to get it running after a carb clean, but the choke is completely unresponsive so I took the carbs out again and I noticed that the brass tube which leads to the choke is dry => the hole on back of the bowl is "dry/empty/clogged?" There is a brass something on the inside, but I do not know if it is an entry point for gas or just a plug. I did not manage to push a thin wire throught it.

I didn't find any info about the carb bowl in any manuals/schematics i have access to.

The "brass something" pressed into the passage in the float bowl is the starter jet. It is very common for this passage and jet to be clogged with debris and not allowing fuel from the float bowl to be sucked up into the brass tube that feeds the enricher circuit. Make sure you can spray brake cleaner or air through this passage.
