Starter issue

Have a 1984 Maxim 400 that is only getting 7v to the starter. I have replaced ground and checked continuity. Any thoughts what could be causing this? Is it possible that the starter is bad? Is it possible that the starter clutch inside the motor is seized?

I would check the wires through the relay and maybe thoroughly clean them. Could be the positive cables have internal corrosion and introducing a massive voltage drop.
