XS400 SECA doesn't start

When I shut off my SECA XS400, the electric start will not work until it has sat and cooled down for about 15 minutes. Dead. Nothing. The electric start does nothing, it does not even turn the engine over….. just dead.
But here is the weird part, it will push start immediately. So I just park on a slight hill and it goes. After it sits for about 15 minutes, the electric starter will work again. Even though I can start the it by pushing it, it is still a great inconvenience, plus I am thinking about selling the bike.
What’s wrong with it? It seems like some kind of a relay, but I would like to have the groups opinions.

I would trace the electrical control circuit to the starter with a meter. But you can start to sort it out by getting the bike to where it won't start, find the starting motor relay (it's the big one and should be near the battery) and listen to see if it clicks when you press the start button. If it clicks, then you need to look at the power and ground for the starter motor and the motor itself, if it doesn't click it is a control circuit issue or the start relay itself.
