I wish I had seen this thread when you first posted. I would have suggested some larger diameter tubing for that back end, unless you have some plan to reinforce it.
Make sure to also check for rust in the gas tank. Other things to check to bring the price down include the oil - if it is exceptionally dirty or has gasoline in it that will indicate trouble. If the sprockets and chain are worn you could ask for another drop in price. Also, if the wheels aren't...
He might have put in a splitter if he had to build a complete set of carbs from two left side carb bodies. That might also explain the lack of idle adjustment screw.
I think the one pictured is the right side controls (throttle, kill switch). I needed the left side stuff for my build. I'll double check for an extra set when I get back to town in a week and a half.
