Im getting ready to put my engine back in my frame and ive forgotten how this washer goes on the lower bolt that goes through the frame. any ideas or knowledge would help

just got this bike and have already taken it apart but I noticed that they changed over to 16 in wheels in 81. so I was just wandering if one will fit up cause I really don't like this 16 inch rear wheel.

Looks like the way im going to do the seat for my bike. Just wandering if when you bent it in, does it get in the way of the chain clearance or are the springs going to be in the way of the tire?
