the whine is on decel . It is very loud and is less noisy as the rpms go down. when i down shift it gets loud with again (higher rpm). sounds like a standard car in reverse. it only whines when the drive train is engaged. If I clutch it goes away and the bike just rolls normally. no noise.

I was thinking starter solenoid thinking it was like a car starter where the starter gear engages and disengages but I looked at a pic of one and it looks like it just splines into the gear that goes to a chain. Carbs? For the throttle issue. I'll check them out. But the whine is just as bad...
