18 tooth front sprocket

I would like to switch to a 18 tooth front sprocket. I've seen online where one has too remove the shifter safety? What is it? and what does it do?
 
Going to a 17 is the most for a sohc xs400. Drop the rear more ( 39-37 or 37-35) if you want even lower rpm's but remember you will lose pulling power with the taller gears.
 
I'm going to install a 17t front sprocket on mine. About how much should I expect to loose in RPM? I'm not really looking for more top speed just to cut some of the buzz when I'm at speed.
 
Going up one on the front will drop you about 500 rpm's the same as going down two on the rear.
