Well another reason for high idle can be loose boots on the carb(make sure they are clamped down well). Is the high idle steady??

Also, yes all the way in is the choke being off. Out is choke on. Middle is choke half on, or half off, depending on philosophical views.

Yes the idle is steady. I feel like the bad carb is not getting gas at idle so it is cutting out does any one have a pic of the intake for the idle "tube" so i cam make certant that i am cleaning it out and that it is clear.
