Over-voltage Problem.

I made a new harness for my XS400 trike. The old harness was a mess, plus I didn't need most of it. I have rewired a lot of bikes.. I didn't think this would stump me... Somehow I'm getting 16+ volts when I rev up the motor. Both my XS400 parts bikes have solid state regulators from Yamaha. Both of them have the same effect. Anyone seen this before?
 
Are the voltage regulators in good working condition?

I only as this because i found a second voltage regulator on my bike when i was tearing it down, and TBH it LOOKED like it should work fine, but doesn't for some reason. So maybe the VRs on your parts bikes are busted?
 
Should only be one vr on your bike.

Yes there should be only one. I should have mentioned that the PO disconnected the stock VR and replaced it without removing it, those leaving me with two, one broken one functioning. The point i was making is that the functioning one looks exactly like the broken one... So OP should check if all these VRs he has actually work, rather then assuming they do.
