Replacing locks questions

On my bike all the locks can be turned with a screwdriver.
Is this common? Can it be repaired?
Are the steering locks replaceable? Mine is missing.
Does anyone know anywhere online to buy them?
I have found key lock sets on ebay, but they never include the steering lock.
Is there a reason for this? Are they rare? Brake easy?
Is there anywhere that sells new lock key sets that include all the locks?
Im finding mostly just ignition switches with 2 keys.

i just had a load of locks. if you look closer you can see the lock numbers.

you can if you're very careful, take out the tumblers and make new locks. its not a quick solution, and you'll have to be patient.
