It kind of looks like a 400 but he said something about it being a 250. He is going to get the vin and run it(the bike is not at his place) but thought I might try here in the meantime.
 
looks like it might be a 90's model. but forget that bike buy the one in the bakeground. everyone needs an enduro.
 
not sure but i think it was the first stab at a fairing less bike. kinda like a naked bike today. it looks like what honda did with the cb650 in the nighthawk in the 80's
 
ok so it does not apply to this bike because it was sold in only one configuration in north america. but the reduced effect means that you could have bought this bike with some kind of power restriction.

moslty sold in europe and asia.
 
my 80 model makes 27hp at 7500rpm
the reduced effect makes 27hp at 8000rpm

it is a 399CC instead of a 392CC. has a longer stroke, higher compression.

??? may have different cam, carb settings, valves... if it is cheap and runs buy it. A++
