Question about clutch housing (?)

Unscrewed it all to clean

What is this? Does it have any function? Can i remove it? (it's old and soft in some edges) It's XS 400 seca if it matters.

probably to stop some vibration issues it may have.

Mine has it too. No idea as to its purpose. Parts manual calls it a damper.
