Whats this about a governor?

So noticed in a few threads people say you should disable the governor for more HP.

I didn't' know our bikes had a governor!! I have an xs400RJ 82. How would I go about disabling the governor and what would that do to my bike? would i have to re-tune the carbs?

Didn't read those posts. Governor i know of referred also as ATU (automatic timing unit) the centrifugal advance behind points on those bikes.

The atu is only in the sohc point models 77-79

I am aware only of the governors or limited power, gravity and friction on these bikes.
