Synchronizing carbs

I understand you are suppose to use the special tool to sync the carbs. I don't see a problem with using my vacuum gauge. Now my question would be which intake to start with and how many inches am I looking for? I picked up 9in on the right carb and 4in on the left. I could not get any adjustment out of either carb. I have ordered new intake boots for both sides considering they both had dry rot and I did see a leak in the gaskets. Again just curious which side to start with first and a somewhat specific vacuum reading. Thanks in advance

you don't need to mount it to a board and make any stripes or calculations actually, it's even easier than this

If you just have a u-shape tube with some fluid, you attach each end to either carb boot and run the bike, you should turn the sync screw until the fluid in the u-shape is level and constant..

it's all relative ;)
