Okay, so 1982 Maxim XS400 resto project. I was in the process of buying new rubber, these are the sizes I got:

Front: 3.00 S19
Rear: 130/90/16

Does this mean I'm running a 19" rim front and a 16" rear? Is that normal or am I out to lunch here?

Yes but was that the size you have on it ? According to https://www.bikez.com/motorcycles/yamaha_xs_400_1982.php it should be 18s both front and rear. But I do know my 81 had a 16 rear on it. My 78 has 18s both front and rear.

Ya man, that is what the bike has on it currently. If its okay to ride with those sizes I would just like to roll with it ( no pun intended) also, if it matters: single disc front, drum rear.

Should not be an issue that I can see. I think its better as you probably have more tire options in that size.

Trying to find 18s front and rear was a PITA for me......well just finding tires that I liked. Street tires are easy......

Yep. Those are the stock sizes for your Maxim.
Totally different beast from the single overhead cam bikes.
 
Stock is 19 inch front and 16 rear.
Easily available tires.
Tried the 18 inch wheels on mine...went back to stock as it looks better and even handles better imho
