steering bearing

Guys, i replaced old OEM ball bearing in steering head, with new tapered roller bearing. ordered the kit that fits my bike, but i have question. Should I tighten new bearing the same torque as old oem bearings? the new top bearing is a bit taller that original, the bearing race is sticking few...
