Wanted - '81 titled frame

I thought I could apply for a good faith title... well my bike isn't even in the books and the dmv keeps telling me I have to find the original owner... wtf? If it's not on file how would they know?

Anyway, if anyone has an extra titled frame lying around please shoot me a PM. I'm ready to get this thing finished.
