Brake Lever is hard....

I have a 1978 Yamaha XS400. Everything runs great on the bike except that the front brake lever is a bit hard. Like really hard. It will bite and the brakes work but its just super hard. Does anyone have any idea whats going on? Rebuild maybe? I tried bleeding the system but nothing really...
 
My guess is that the caliper piston is partially seized. It's moving some, but not enough. I'd take of the caliper, take it apart and take the piston out, then if there is evidence of corrosion where the piston entered the caliper, polish it and reassemble. It could be the master cylinder, but I kind of doubt it. Either way, I know you bled the brakes, but did you completely replace the fluid? I'd do the caliper, then do that (it will be necessary anyway).
 
If the lever is hard to move it may be the bolt is to tight or dirty.
