Engine Revs really high on startup

I just bought my bike, its a 1982 Seca 400. When I turn it on it fires up but immediately the engine revs really high. The meter doesn't show the rpms, so I don't know if the panel works, but it definitely isn't idling like one would expect. I read some places that this could be a clutch issue, but I don't know. Any help would be really appreciated!

I forgot to add that I had to shut it off quickly because it is leaking gas, but that is a separate issue.
