First bike need help

Hey guys I just joined my names Stephen I am 22 and I live in Noblesville Indiana. I just bought my first bike and it definitely needs some work before it can be ridden. The dude I bought it from had chopped of the rear end of the frame because he wanted to make it a hard tail and the seat is no longer attached. I am entirely new to this so I will need some help figuring out what I need to do to it. I have a friend from work that told me he would teach me to weld but I don't want to do anything till I know what I need to do. I will also need to redo the wiring since they have spliced a bunch of the wiring. I want to only have the necessities for the electric components. I don't have many pictures yet but I will post them as I take them. If there is anyone in the area I would be more than happy to pay you to teach me what I need to know on how to fix the problems with it but I am kind of poor. Thank you so much for any help you may give me. Oh yea I have no idea if I want it to be a hard tail or a soft tail. Any suggestion would be appreciated.

And could someone tell me how to find out more about what year and version it is based off the VIN I am pretty sure they said it was an 81.

Looks like I will be learning some more german. Thanks for the help. Not sure what I want to do with the rear end still because it will be a bike for me and my dad so we will have to find something we both like but I am definitely saving that page on my favorites.
