Good spark but doesn't start

Alright guys, thanks for all of the help so far. I got the wiring figured out on my '80 xs400 and it is getting good spark, but, I couldn't get it to start. Is the next step cleaning the carbs, or is there something that I am missing? The throttle seems to be working well and I can see the gas going thru the fuel line from the tank to the carbs. Thanks for the help.
 
Spray starting fluid through the carbs and if it fires, you have a carb issue. If it does not fire, it could still be spark. If it fires, but irregularly and backfires, timing is off.

My guess is the carbs, though. My bike sat for a few years and I did not even try to start it until I disassembled and cleaned the carbs.
