Help with valve check on maxim 400 dohc?

Im reading the manual but I'm having trouble getting accurate readings for the valve clearances. I'm unsure as to what the position of the cam lobes should be. i know its supposed to be opposite of the bucket.

But if I point the cam lobe exactly opposite the bucket it doesn't line up with the arrows on the cam holder. I am getting inconsistent clearance readings. Do i line the cam lobes up with the arrows? or make them point exactly opposite the shim bucket??

The lobe of the cam should be pointing away from the valve. Ignore any markings.

The service manual details exactly what to do. Chapter 2 Periodic Inspections & Adjustments. Page 2-10.
