You should not have to go smaller than stock. Is the problem only at idle?
I'd look to your float height. Make sure it's right. Report the number here, don't just assume. Make sure you're measuring correctly as well.
Make sure your float bowls are actually filling up with gas.
Make sure your float needle tips are not too worn.
